i would say soft pinks or light blue or light purple. pretty much anoything soft yet colorful
mabey you could use bright colors like pink.
definetly blue it will bring out your eyes if you wear black since you have fair skin it will make you look more pale or try skin tones
I think green shades would look good. My sister has fair skin and brown hair also, and green shades look amazing on her. Pinks would also be good. Just stay with softer colors, and not extraordinarily bright ones.

Well i find what looks the best is what color is the second most dominent color in your eye for example my eyes are mostly green with copper so i use copper colored makeup and it looks pretty good.

I think a light green or a light brown would do the job perfectly. Also, if you find light green and light brown eye shadow, you could use both to make a color that would bring out your eyes without being too over the top.
